Why should we work an extra day every four years for no extra pay?<\/p>\n<p>Who on Earth thought it was a good idea to set a grant deadline on February 29th?<\/p>\n<p>1 grant is submitted. 7 to go&#8230;<br \/>_____<\/p>\n<p>ETA: There&#8217;s a really nice expanation of the leap year concept at the <a href=\"http:\/\/www.badastronomy.com\/bablog\/2008\/02\/28\/why-we-have-leap-days\/\">Bad Astronomy Blog<\/a>. The summary is:<\/p>\n<p>What to do to figure out if it\u2019s a leap year or not:<\/p>\n<p>We add a leap day every 4 years, except for every 100 years, except for every 400 years. In other words\u2026<\/p>\n<p>If the year is divisible by 4, then it\u2019s a leap year, UNLESS<br \/>it\u2019s also divisible by 100, then it\u2019s not a leap year, UNLESS FURTHER<br \/>the year is divisible by 400, then it is a leap year.<\/p>\n<p>So 1996 was a leap year [&#8230;]. 1997, 1998, and 1999 were not. 2000 was a leap year, because even though it is divisible by 100 it\u2019s also divisible by 400.<\/p>\n<p>1700, 1800, and 1900 were not leap years, but 2000 was. 2100 won\u2019t be, nor 2200, nor 2300.
